GUIDANCE NOTES
TENDER FOR THE SUPPLY AND DELIVERY OF BUILDING AND OTHER MATERIALS SUITABLE
FOR USE IN THE CONSTRUCTION OF DWELLING HOUSES DURING THE
PERIOD 24 MAY 2021 TO 30 MAY 2022

INTRODUCTION AND OVERVIEW

Home Ownership Providing Energy Inc. (HOPE) is a State-Owned Enterprise under the Ministry of Housing, Lands and Maintenance. HOPE was established by the Cabinet of Barbados in November 2020 to provide affordable housing solutions to residents of Barbados. 

HOPE proposes to construct annually, more than 700 hurricane-resilient two- and three-bedroom houses, in accordance with standard building plans to be provided by HOPE, at prices below the prevailing market prices.

Request for clarification should be emailed to: rft@hopebarbados.com subject line “Suppliers Seeking Clarification“.

Response to requests for clarification will be shared with all applicants unless the request was of a confidential nature.

INSTRUCTIONS TO TENDERERS

The Cabinet of Government has approved Home Ownership Providing Energy Inc. to be zero rated for the purposes of Value Added Tax (VAT).  Hence goods and services supplied to HOPE are zero rated and the Supplier will be able to recover any input tax suffered. Suppliers should therefore exclude VAT from the prices quoted.

  1. Prices must be quoted in Barbados currency.
  1. Tenderers may quote for all of the goods listed or for specific goods only.
  1. The Tenderer must indicate in their Price Schedule the unit prices where applicable and total tender price. Tenders may use the broad headings suggested in Appendix B of the application letter, found here.
  1. Prices quoted by the tender must remain fixed during the Tenderer’s performance of the contract.
  1. The Supplier is deemed to have obtained the necessary information required for the submission of the tender.
  1. HOPE reserves the right to amend this document at any time prior to the deadline for submission of Tenders. Tenderers should periodically check the links provided for updates made by HOPE prior to the deadline submission date.
  1. The Supplier will be required to enter into a contract to be prepared by HOPE’s legal counsel.
  1. Tenderers may be required to enter into a performance bond for the performance of the contract unless the goods to be supplied will be delivered and examined prior to payment by HOPE.
  1. A tenderer who gives false information in the tender document or who refuses to enter into a contract after notification of contract award shall be debarred from participating in future HOPE procurements.
  2. Failure of the successful tenderer to comply with the requirements of paragraph 7 and/or paragraph 8 shall constitute sufficient grounds for the annulment of the award.
