PRE-QUALIFICATION TO PROVIDE LABOUR TO BUILD HOMES
INTRODUCTION AND OVERVIEW
Home Ownership Providing Energy Inc. (HOPE) is a State-Owned Enterprise under the Ministry of Housing, Lands and Maintenance. HOPE was established by the Cabinet of Barbados in November 2020 to provide affordable housing solutions to residents of Barbados.
HOPE proposes to construct annually, more than 700 hurricane-resilient two- and three-bedroom houses, in accordance with standard building plans to be provided by HOPE, at prices below the prevailing market prices.
Only those Contractors who are shortlisted as a result of the prequalification process will be eligible to receive Project documents.

Request for clarification should be emailed to: rft@hopebarbados.com subject line “Contractors Seeking Clarification“.
Response to requests for clarification will be shared with all applicants unless the request was of a confidential nature.
INSTRUCTIONS TO APPLICANTS
- Your prequalification application letter and form must be completed in detail in order for the application to be processed accordingly.
- Any further updates may be generated and communicated to all Applicants via email provided or by post.
- Once prequalified, a contractor may be considered to receive bid documents relating to developments being undertaken by HOPE Inc.
CRITERIA FOR PREQUALIFICATION
Applicants will be assessed based on experience, skills set, quality of past and current construction projects, demonstrated ability to deliver completed houses on time, strength of workforce. Applicants (Contractors) must have basic knowledge of ALL safety practices, procedures, and equipment necessary for a job site. A part of the assessment process will involve site visits to past and current construction projects of Applicants.
COSTS ASSOCIATED WITH PREQUALIFICATION APPLICATIONS
Every applicant must bear their own cost and expenses relating to the preparation of a prequalification submission.
